Job Description
Director of Public Works, Bellevue, WI (pop. 15,300). Located minutes from Green Bay, Bellevue is the fifth largest community in Brown County. The village boasts a balanced and thriving economy, a highly educated workforce, and an enviable quality of life.
Incorporated in 2003, Bellevue is a full-service municipality. The Village has experienced substantial commercial and residential growth, supported by an active community development program. About half of the village is currently developed, and population growth is expected for at least the next 20 years.
The Village seeks a high-energy, collaborative public works professional to direct a broad range of services including water, wastewater and stormwater utilities, streets and facilities maintenance. The ideal candidate is an innovative and collaborative thinker.
The Director is responsible for managing the activities and operations of the Public Works Department including developing plans, goals, objectives, and action steps for the Department, advising the Village Administrator on matters pertaining to departmental functions, and contributing to overall Village management as a member of the Village's executive leadership team.
The Director is responsible for leading a department of nine full-time employees, as well as managing $1.5 million in general fund and $7.6 million in utility budgets. In addition, the Village sets aside about $1 million annually for public works capital improvements. The Director reports to the Village Administrator.
Job Requirements
The new Director can expect to:
• Address infrastructure including streets and sanitary sewer facilities. Like many Midwestern communities, Bellevue has a long list of demands on its aging infrastructure, with roadway needs recently identified in a 2020 roadway condition report, wherein a need to annually repave 3.25 miles of streets out of an inventory of more than 70 lane miles was identified.
• Updates to aging infrastructure are also happening at a time when the Village is adding more to its inventory as a result of new subdivisions and other fresh development. The new Public Works Director will be challenged with keeping an eye on several, and sometimes competing, fronts – assuring that the community’s older infrastructure stays at a level that reasonably meets the standards and expectations of newer development that’s being added to the Village’s inventory.
• In collaboration with the Village Administrator, plan, develop and program Village facilities improvements.
• Study and address the Village’s stormwater and flooding issues, which also contribute to inflow and infiltration challenges throughout the Village. Presently, the Village has a moratorium on issuing new stormwater credits, pending review of the stormwater credit program. A need to examine the Village’s stormwater utility rates, to protect fiscal health of stormwater utility to fund projects, is also anticipated.
• Meet the high standards of service quality that residents have come to enjoy. The Director can expect to infuse within the departmental an organizational culture that is focused on interdepartmental collaboration, as well as responsiveness and proactive outreach to the community.
• Examine the Department’s staffing levels, workforce deployment and retention issues, and succession planning needs.

Qualified candidates should have:
• A bachelor's degree in engineering, public works management, public administration, business administration or related field with a graduate degree a plus. P.E. credentials are not required, but highly desired.
• Three or more years of progressively responsible positions in municipal public works, including supervisory experience.
• Well developed skills in effective service delivery, creative problem solving and team management.
• Excellent interpersonal, communication and listening skills.

Starting salary range for the position is $85,000 – $100,000 +/- DOQ. Excellent benefit package.
