Lawrence Berkeley National Lab’s (LBNL, http://www.lbl.gov/) Projects & Infrastructure Modernization Division (PIMD, https://pim.lbl.gov/) has an opening for a Deputy of PIM Division Project Functions to join the team.
In this exciting role, you will be a critical member of the PIMD leadership team, you will lead the centralized Project Functions and Matrixed Teams in providing cost estimating, construction management, project coordination, business administration, and associated matrixed services to support execution of LBNL’s $2-billion construction and research project portfolio. You will also support the PIM Division Director in developing and implementing processes and policies that enable the broader PIMD organization to efficiently and effectively lead complex, cross-functional projects and programs that meet organizational goals and objectives.
This highly visible role will work with other PIMD leaders to define and prioritize needs and develop centralized processes for PIMD projects that can be consistently applied across multiple portfolios. Effective communication, utilization of your team and technology, elimination of redundant practices and standardized delivery are key elements of this role. Knowledge of all projects in PIMD is needed to leverage opportunities, optimize shared resources across projects, and manage methodologies and metrics.
You will serve as an expert resource for professional development, problem articulation and resolution, and systems development (tools and techniques). You will serve as a key contributor to the development of projects of all sizes, types, and complexities including larger DOE projects subject to DOE Order 413.3b.
What You Will Do:
• Develop a world-class Project Functions Team that exhibits effective and powerful communication, a fail-fast mindset, and gratitude toward one another. Build and execute a robust talent development plan.
• Define and deploy program, portfolio, and project management process improvements that enhance and streamline the planning and management of programs and projects.
• Lead the development and implementation of policy, procedures, guidance, methodologies, tools, and training materials to improve project management functions. Establish program management governance policies and practices.
• Identify and solve for evolving gaps and emerging needs in skills, process and tool capabilities, and capacity to support sustained long-term business growth thereby achieving a greater level of maturity as a project management organization.
• Drive the continuous improvement of tools, processes, and policies to increase project efficiency and effectiveness and improve customer service and satisfaction.
• Ensure effective project oversight mechanisms, including reviews, and thorough vetting to ensure high-quality project management and adherence to scope, schedule, and budget from inception to completion.
• In collaboration with the PIM leadership team, design and implement balanced scorecards/dashboards to report on portfolio and project health, projects, vendors, and financials. Translate benchmarking results and new/best practices to the organization.
• Deliver effective project functions resources to PIM projects to support the delivery of effective project and portfolio management. Manage staffing levels and capabilities to provide timely services that meet project needs.
• Build relationships with, and act as a trusted advisor to senior leadership and key stakeholders.
• Align with PIMD leaders on Project Functions responsibilities and establish accountability for the adoption of standardized processes, reporting, and governance across PIMD.
• Develop an intake strategy and prioritization framework to ensure we are solving the right problems, in the right order, and that drive the most impact.
• Develop and lead complex projects that improve PIMD’s Project Functions processes and deploy best practices across the division.
• Provide leadership to implement quality assurance and conduct of operations principles, policies, and procedures including applying national, industry, and professional standards as appropriate.
• Support and act on behalf of the PIM Division Director as needed for day-to-day management and planning related to necessary infrastructure and business functions.
• Make decisions on operational issues, which significantly affect the ability of the organization to achieve its overall objectives and long-range goals.
• Serve on Berkeley Lab institutional and laboratory committees and panels.
• Collaborate and coordinate with the Operations Area management team to enhance operations and increase collaboration and synergize operational processes.
• Perform all duties in compliance with applicable Environment, Health and Safety rules and regulations as described in LBNL Pub-3000 and other related documents.
• Support the detailed planning of project activities to ensure effective integration with Operations Area functions including, but not limited to, Facilities Engineering and Shops, EH&S, and OCFO.
• Cultivate an employee-oriented organizational and inclusive culture that emphasizes collaboration, continuous improvement, and commitment to excellence.
• Ensuring standardization, reducing duplication, and utilizing your team, technology, and communication efficiently.
• Lead PIMD’s governance, standards, processes, and system/tools strategy, and will focus on providing the organization and structure that will support PIMD’s growth, initiatives, and associated workstreams.
• Drive rigorous processes and governance to ensure timely decisions, with the objective of positioning PIMD for increased success.
• Focus on supporting process improvements, matrixed work-streams, lab-wide efforts, and exploring new project delivery strategies.

• This is a full time career appointment.
• Full-time, M-F, exempt (monthly paid) from overtime pay.
• Salary is commensurate with experience.
