Job Description

West Central Consolidated Communications (WC3) is seeking a new Executive Director. Located in Cook County, Illinois, approximately 10 miles west of downtown Chicago, WC3 was established in 2017 as an intergovernmental agency to provide E911 Police, Fire and Emergency Medical Services dispatch services for member communities. WC3 has a residential service population of approximately 35,000 and a service area of approximately 6.79 square miles.

The agency serves the police and fire departments of the three (3) founding municipalities (Brookfield, North Riverside and Riverside) and (1) contract member (McCook). Housed in the North Riverside Police Department facility, in 2020, the agency received approximately 77,000 calls for service, of which 16,000 were received as 911 calls. WC3 is staffed by twelve (12) full time and four (4) part-time telecommunication employees. The FYE 2021 operations budget (not including anticipated grant funding) is $1.5M.

Candidate Qualifications:

· A comprehensive knowledge of the principles, practices and regulations pertaining to 9-1-1 systems with a proven track record in a progressive, consolidated communications system.

· A history of increasingly responsible experience in an operational public safety communications position with experience in a supervisory or administrative capacity, preferably in a multi-position, multi-jurisdictional environment.

· A Bachelor’s degree in public safety communications or a related field (preferred).

· Essential skills in the areas of project and personnel management, budget development and administration, financial oversight, long range financial planning, training, 911 system design, maintenance and operations of equipment, including Computer Aided Dispatch (CAD) software, hardware and process.

· An understanding of the challenges and opportunities presented by changes in technology, regulations and policy.

· Requisite skills and abilities in human resource supervision in a unionized environment; comfortable empowering staff, building consensus and holding individuals accountable; ensuring that appropriate training programs are offered and supported.

· A performance history of working closely with municipal officials and public safety leadership in managing a consolidated E911 center. Recognition of the need to be available and responsive to the needs of the organization.

· A demonstrated proficiency in policy development and implementation of organizational procedures; consistency in decision making and exemplary follow through on policy implementation and communication.

· Public Safety Communications Certifications preferred, including but not limited to one or more of the following: NENA’s Emergency Number Professional (ENP), Center Manager Certification Program (CMCP), IAED’s Communication Center Manager (CCM), APCO’s Certified Public Safety Executive (CPE), Registered Public Safety Leader Program (RPL).

The Executive Director reports to the Board of Directors (Village Managers of the member communities) and works closely with an Operations Committee (Police Chiefs and Fire Chiefs of the member communities). The Village of Riverside provides assistance with financial management and benefits administration.

Starting Salary: $120,000 +/- DOQ.
