Job Description
NATO DESI (Diesel Electric Submarine Initiative) Officer                                                      

Job purpose

Kern Technology Group, LLC, is looking for a candidate with experience in DESI fleet and program experience to serve as a NATO DESI Officer to aid in the execution of a contract with Commander, Submarine Force Atlantic (CSL).

Commander, Submarine Force Atlantic (CSL) is responsible for providing the required personnel to facilitate the execution of maintenance on all assigned units. The TYCOM is responsible for direct oversight of the material condition, 3M Program Management, calibration, metrics, test equipment, Diesel Electric Submarine Initiative (DESI), and modernization work to maintain assigned submarines ready for tasking. The persons who will support this contract are vital to the overall planning and execution of maintenance at all East Coast submarine homeports.

Job Tasks

3.7.1 In support of the DESI fleet exercise support program develop short and long-range employment plans, implement program policies and priorities, and manage the fleet-wide training operations with foreign diesel-electric submarines. Helps identify and endorse program funding acquisition venues and assists in program and procurement processes.

3.7.2 Manages the process for development, review and final adjudication of Concept of Operations (CONOPS) between COMSUBLANT and participating Partner Nations. Generates program reports, briefs and official correspondence with Partner Nations, tracks generated recommendations and action items, and generates reports pursuant to annual DESI Staff Talks with participating Partner Nations.

3.7.3 Assists in conducting negotiations with Partner Nation navies, to ensure the accomplishment of program goals and optimization of deployed diesel-electric submarines.

3.7.4 Assists in the overall coordination and execution of the Chief of Naval Operations-directed submarine force engagement plan with European Allies, liaise with the Directorate and the COMSUBLANT Navy Foreign Liaison Officer, in the conduct of frequent reviews to the program’s long range engagement plan. Assists in the identification of opportunities for the conduct of bilateral operations and exercises, and track generated recommendations and action items and generates reports pursuant to annual staff talks.

3.7.5 Oversees the employment of deployed foreign diesel-electric submarines and coordinates scheduling support for major/minor fleet exercises, tactical development events, and research and development interactions. Identifies venues and coordinates visiting foreign submarine shore-based formal training as requested by participating partner nations.

3.7.6 Coordinates the implementation and tracking of the DESI deployment Required Action List (RAL) for each DESI participating nation on an annual basis and provides regular written updates to all cognizant U.S. Navy and foreign commands; assists in the coordination and delivery of all pre and post- DESI deployment reports and briefs to participating countries, as directed by the International Programs Director.

3.7.7 Must obtain/maintain a TS security clearance.

Qualifications

Security Clearance: Must have current, active “Top Secret” Security Clearance.

Experience and Qualifications:

- Six (6) years’ experience of policy and responsibilities for the employment of foreign assets, specific experience with the Navy Security Cooperation.

- Possess good working knowledge of international interactions to include required interactions with higher authority and the State Department.

- Understanding of the Navy Correspondence Manual and proven history in drafting letters for Flag Officer signature.

 

Travel: Travel is authorized via the Contracting Officer on this task order, up to and not to exceed the amount awarded. Travel shall be approved in writing (email acceptable) by the COR in advance of being utilized. Travel will be for various meetings, conferences and summits in various locations in Europe. The estimated total travel per year is sixteen trips.
