General Purpose

Planner II or III description imageThe Planner II / III performs advanced and high level long range and current planning activities; trains junior staff; and collects, analyzes and prepares data required in the development of current planning cases and comprehensive and project planning assignments.  This is a senior-level professional and technical planning position providing staff support to the Planning Manager, Director of Community Development, City Manager's Office, City Council, and the various Community Development Boards and Commissions. Work is performed with a reasonable degree of latitude for independent, mature judgement.
 
The hiring range for Planner II $28.20 - $35.25/hourly; $58,654 - $73,371/annually
The hiring range for Planner III is $34.61 - $43.26/hourly; $71,987 - $89,984/annually.

Bilingual in Spanish preferred.

Essential Duties & Responsibilities

• Manages and leads city-wide and department projects for neighborhood plans, corridor plans, comprehensive plans, technical plans, and redevelopment plans.
• Manages, reviews, and coordinates development proposals on complex zoning and land use cases including Planned Unit Developments
• Researches, coordinates and oversees ordinances or text changes for amendments to the Land Development Code and Comprehensive Plan.
• Plans, administers and coordinates multiple complex advanced special projects.  Organizes and employs resources to achieve project objectives.   Prepares and monitors project budgets
• May assume the responsibilities of the Planning Manager in his absence


Minimum Qualifications - Planner II

Master’s degree in Planning, Urban Design or related field from an accredited college or university and two years of experience in planning, or Bachelor’s degree in Planning, Urban Design or related field from an accredited college or university with three years of planning experience. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered. Must possess a valid driver’s license.  AICP preferred.

Master's degree in Planning, Urban Design or related field from an accredited college or university and five years of experience in planning, or Bachelor's degree in Planning, Urban Design or related field from an accredited college or university with six years of planning experience. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered. Must possess a valid driver's license.  AICP preferred.

Job Requirements
Thorough knowledge of zoning, subdivision standards and other principles of land use regulation

Strong knowledge of the professional language and terminology used in urban planning

Strong research and analysis skills for understanding and applying industry standards and changes to local issues

Strong interpersonal and conflict resolution skills

Good technical, graphic, mathematical, computer, general office and organizational skills

Skill in public speaking to make presentations at public hearings and neighborhood meetings

Ability to convey and exchange information

Ability to negotiate solutions among groups with diverse and conflicting needs

Ability to focus attention to details when reviewing and preparing maps, reports, and records

Ability to establish and maintain effective working relationships with associates, consultants, contractors, developers, City employees, and the general public.

Ability to coordinate multiple projects and tasks, with special skills in project management.
