SENIOR PRINCIPAL PROGRAM ADVISOR

CTC is seeking a program advisor to support Department of Defense clients with a portfolio focused on infrastructure and resilience programs within the energy and utilities domain. As a Program Advisor, your goal will be to lead and promote a collaborative environment, support stakeholder engagement in joint activities and discussions, and develop action plans to ensure efforts are on track to meet Marine Corps goals. You will be involved in leading all factors that govern project technical success to ensure high-quality delivery within time, cost, and quality parameters. You will lead regular client interactions and be the primary point of contact responsible for all program execution.


Key Responsibilities:
The Program Advisor will help the Marine Corps design and deliver solutions in a fast-paced, mission-critical environment - translating ideas into action bringing an innovative mindset, experience in consulting on DoD programs, and a desire to provide trusted advice to clients and stakeholders. The qualified candidate will support the following activities:
Serve as the technical Subject Matter Expert (SME) for the program and oversee all technical aspects of the programLead communications with the Government to provide program status updates and program issues via regular communicationSupervise technical staff and subcontractor staff to ensure quality deliverables and reportingReview DoD and Service-specific strategies relating to energy security, energy and infrastructure projects, and mobility transformation; identifying gaps in guidance and implementation strategies; and developing policy and guidance to fill those gapsDevelop DoD installation planning documents and advocate for project implementation at regional and installation levelsAssist in the assessment of current partnerships with utility companies and public agencies as they relate to advancing energy security initiativesDevelop recommendations to coordinate projects and policy development at the regional and local levelProvide guidance and expertise on the development of annual Program budget submissionsManage, analyze, and synthesize information for client consumption and consideration in support of key decision briefs and procurement actionsProvide support to Marine Corps leadership for energy programs and strategy developmentLead the tracking and monitoring of energy and infrastructure projects to facilitate timely development, programming, execution and risk managementOversee the dissemination of policy, outreach and operations documents via various means (e.g., SharePoint, DON Tracker) and communicate them effectively to a broad audience

Basic Qualifications:
Bachelor’s degree from an accredited college or university in Engineering, Business, Management, or related field plus twelve (12) years directly related experienceA minimum of ten (10) years of similar experience supporting DoD Energy, Facilities, or Utilities ProgramsDemonstrated experience and knowledge of energy resilience issues, and strategy planningExperience with technical writing and maintaining project schedules and milestonesCapability to independently initiate and manage tasks, with a high degree of detail and process orientationAbility to manage and work in teams, and establish and maintain cross-functional and working relationshipsWillingness and ability to set priorities and deliver under tight deadlines in a heavy workload setting Excellent communication skills, both written and verbalProficient with Microsoft Office Suite of tools, including Word, Excel, and PowerPoint ​

Located in the Washington, DC Metro Area, but location negotiable with potential for travelKnowledge of Marine Corps structure and operations Energy policy/regulation development, implementation, and/or oversight at a federal level, preferably within the Department of Defense, the Department of Energy, or the Department of Homeland SecurityExperience managing a large geographically diverse team with team members spread worldwidePE, Certified Energy Manager or Program Management certifications
