Job Description

Village Manager - Scarsdale, NY (17,500)
Known for its outstanding quality of life, excellent schools and proximity to New York City, the Village of Scarsdale is seeking a dynamic, energetic, and professional leader to become its next Village Manager. The Village is looking for a progressive, approachable, collaborative, and inspirational chief executive officer with strong communication skills; someone who is a strong leader for Village staff, and who can serve as a successful strategic advisor to the Village Board. The Mayor and Trustees are committed to collaborating with the next Village Manager to build in Scarsdale a national model for municipal government in the 21st century.

The Village of Scarsdale, with a population of approximately 17,500, is a community of highly educated, successful, and actively engaged citizenry who have come to expect a high level of service from Village government. The Village provides direct municipal services including public safety, public works, parks, recreation and conservation, and administrative and community development services. The Village employs approximately 250 full-time and 500 part-time and temporary employees. The FY21-22 General Fund operating budget is $60 million, $71 million across all funds. The Village holds a Aaa bond rating from Moody’s Investors Service. And, in accordance with an adopted policy, has consistently maintained an annual unassigned General Fund Balance of 10-15% of the subsequent year budget’s total General Fund expenditures.

The Village operates under the Council-Manager form of government. The Village Manager is appointed by and reports to the Village Board of Trustees, which is comprised of a Mayor and six Trustees. Scarsdale has been well served by a nonpartisan election system for over 100 years. It has strived to keep party discourse out of local politics and consists of an elected body that annually vets and nominates a slate of residents to fill all upcoming vacancies on the Village Board. The nonpartisan system remains popular, although there have been contested elections in recent years which have focused more on issues than has been the norm. There are no formal term limits for elected officials, but the tradition of the nonpartisan system has resulted in Mayors only serving for one two-year term, and Trustees for two, two-year terms. Therefore, elected officials have not served more than a total of six years on the Board of Trustees.

The successful candidate will have a combination of education and experience that demonstrates the ability to perform the work, similar to the following:

  • A Bachelor’s degree in Government, Public Administration, Public Policy, Political Science, Business Administration, or a related field, plus at least five years of experience working in a public sector entity, preferably a local government. A Master's degree in Public Administration or related field is preferred.
  • Ability to develop strong working relationships and interact with elected officials, senior staff, boards or commissions, and employees in a positive and professional manner is required. A demonstrated passion to engage and work with others, including a highly engaged and diverse resident population, in a professional and respectful manner is required.
  • A strong administrative leader with the ability to help Village Staff to identify, analyze, prioritize, and thoroughly deliberate and address administrative and management issues which are critical toward meeting both current and longer-range needs of the overall community.
  • Excellent problem solving, financial and human resources skills, including budget preparation and administration, contract negotiations and administration, and labor relations. Someone with a curiosity about technology, who seeks to apply technology in creative ways to accelerate modernization and increase efficiency in how municipal services are delivered.
  • Excellent communication skills including the proven ability to engage others and to keep the Mayor, Trustees and staff members informed, and an understanding of the importance of engaging the community through social media platforms. The ability to clearly present concepts, explain operations and finances and respond to resident and stakeholder inquiries in a timely and efficient manner.
  • A strong customer service orientation and significant career success in building collaborative, effective relationships across departments.
  • Experience in strategic planning, project management and complex problem solving with the ability to work effectively in a wide variety of governmental disciplines.
  • An approachable, collaborative, and inspirational leader who values the input of the Village Board, members of the staff, stakeholders, and the general public. Someone who has led transformation and change in complex organizations with successful and notable outcomes.
  • Ability to multitask and to work effectively in a fast-paced environment, with limited resources and with challenging and demanding expectations.
  • Proven managerial and interpersonal skills to lead a dynamic and inclusive organization in an active, engaged, and highly educated community. The current Village Manager is retiring after more than 33 years of service to the Village, the last six of which were as Village Manager. The current Village Manager is only the third to serve the Village of Scarsdale in the past 60 years.
